The All-Russian Meeting – National Projects: State Priorities and Opportunities for Growth to Take Place at the Russian Energy Week 2019

On 2 October 2019, the All-Russian Meeting ‘National Projects: State Priorities and Opportunities for Growth’ will open the business programme of the Russian Energy Week. The meeting will discuss the goals and objectives of the ‘Housing and Urban Environment’ and ‘Ecology’ national projects and the integration of energy-efficient and digital technologies in implementing national projects. Particular attention will be paid to the regional practice of utilizing an integrated approach to developing urban environments while implementing resettlement programmes for citizens living in unfit housing and public infrastructure modernization projects.

Heads of the Russian regions, agencies implementing projects of regional resettlement programmes for citizens living in unfit housing, communal infrastructure modernization, capital repairs of apartment buildings, and improving the energy efficiency of the housing sector, all were invited to the event.

The meeting will be attended by Minister of Construction, Housing and Utilities of the Russian Federation Vladimir Yakushev, Chairman of the Supervisory Board, Housing and Public Utilities Reform Support Fund Sergei Stepashin, representatives of the Council of Federation and the State Duma of the Federal Assembly, President, Union of Cities of the Arctic Circle and Extreme North Igor Shpektor, Executive Director, National Center for Public Control in the Field of Housing and Communal Services HCS Control Svetlana Razvorotneva, heads of the state corporation ‘Support Fund for the Reform of the Housing and Utilities Sector’, representatives of public organizations and the expert community.

“Improving the quality of life of every person is the ultimate goal of all national projects. Today we have the opportunity to achieve this goal by creating the most favourable living environment in each community. Regional and municipal teams are working on this: building modern housing complexes and infrastructure, introducing energy-efficient technologies during construction and for public utilities, landscaping public spaces. People get out there to transform their cities. However, in the pursuit of changes, common sense must remain paramount. When land-use planning, especially for the resettlement programmes, the climate, geology, the risk of natural disasters of the area must be considered. We will talk about this in detail with the regional leaders during the all-Russian meeting,” explained Vladimir Yakushev, Minister of Construction, Housing and Utilities of the Russian Federation.

“At this meeting, in the presence of governors and heads of regional ministries of construction, housing and utilities, lawmakers and experts, we must address the issue of building energy-efficient housing under state programs and look for radical solutions. It is time to stop reproducing low-cost and low energy-efficient class housing at the budgetary expense and thus exacerbate our lag in the energy intensity of the economy, a significant share of which goes to household energy consumption,” noted Sergei Stepashin, Chairman of the Supervisory Board, Housing and Public Utilities Reform Support Fund.

“All regions got a good start on one of the most significant programmes of the national project ‘Housing and Urban Environment’, the resettlement for citizens living in unfit housing,” said Konstantin Tsitsin, General Director of State’ Housing Reform Fund’ Corporation. “As of 1 September, more than 100 thousand square meters of substandard housing were vacated. That is 77% of this year’s target. More than 6 thousand people have already been resettled. Fifteen regions have already reached the 2019 goal. We have even more ambitious tasks ahead. At REW, we plan to discuss outpacing the programme scheduled implementation, to comprehensively address several tasks facing the industry, including upgrading the public utility infrastructure and improving the energy efficiency of the housing sector, which is to lower the utility cost for citizens.”
